Born: Victoria, BC (1975)
Raised: Richmond, BC (since 1976)
Occupation: Instructor, Kwantlen Polytechnic University
Family:  Wife, daughter (10), son (7) – Parents also live in Richmond

FV: What do you think are the current issues and challenges for Richmond?

Parm: Missing Middle Homes, Transportation Infrastructure, Runaway Spending and Divided Community.

FV: If Elected, what would you plan to do to resolve these issues?

  1. Missing Middle Homes – Introduce a Gentle Density Plan to get away from big home development and create smaller, more affordable homes around our neighbourhood schools for working families and young professionals. This plan can help keep aging parents, their kids and grandkids closer together. Gentle Density aims to attract working families to move into our neighbourhoods and help increase K-12 student enrollment. The number of aging parents, who need care, is increasing rapidly and families need to be able to live close to one-another. Young children also benefit in their development by having grandparents nearby to help provide care and assistance.
  2. Transportation Infrastructure – We need to partner with the building community to proactively plan and implement solutions before we develop communities. We are playing catch-up by adding transit, bikeways and walkways after developments are already done. We desperately need a bridge crossing to replace the worst traffic bottleneck in BC, the George Massey Tunnel. I support a forward-looking crossing project, which would include HOV lanes, pedestrian walk-ways, bike lanes and a SkyTrain line for future implementation. The crossing project should also include HWY 99 roadway improvements to assist with diverting traffic to various exit points. Increased transit frequency is needed for several congested areas around our city, especially the Steveston Hwy corridor. 
  3. Runaway Spending – Perform a value for dollar review to protect and grow city jobs and ensure spending is focused on priorities.
  4. Divided Community – I support healthy community consultation with all residents on issues important to Richmond and stop dividing issues based on ethnic ancestry.

FV: What is your opinion about the TMH?

Parm: This project was forced upon residents and there should have been healthier consultation. It is also important to provide an opportunity for vulnerable people in the community struggling to find a stable place to live.
